Menteri Perencanaan Pembangunan Nasional hadir dalam Rapat Multi Pihak, membahas Penataan Pemukiman Kumuh Perkotaan, yang dilaksanakan secara fisik dan virtual, Selasa, 25 Mei 2021.
Pertemuan ini turut dihadiri oleh berbagai pihak. Dari Kementerian PUPR dihadiri oleh Dirjen Perumahan dan Dirjen Cipta Karya, dari Kementerian ATR dihadiri oleh Dirjen Tata Ruang, Dirjen Penataan Agraria, serta Dirjen Pengadaan Tanah dan Pengembangan Pertanahan, dari Kementerian sosial, dihadiri oleh Dirjen Pemberdayaan Sosial, dari Kementerian Dalam Negeri, dihadiri oleh Dirjen Administrasi Kewilayahan dan Dirjen Bina Pembangunan Daerah.
Dalam rapat tersebut, Menteri menyoroti kondisi perumahan dan permukiman di kota-kota besar di Indonesia seperti DKI Jakarta.
Berdasarkan beberapa data yang didapatkan, diketahui sebanyak 65,75% rumah tangga hidup di rumah tidak layak huni, 27,7 % rumah tangga hidup berdesakan di rumah dengan luas tidak layak (overcrowded), sebanyak 445 RW termasuk ke dalam kategori RW kumuh atau 16% dari total RW di DKI Jakarta dan 35,56% hidup di rumah dengan status sewa, sementara 30% diantaranya berpenghasilan di bawah Upah Minimum Provinsi.
Menteri mengatakan, secara visual Jakarta terlihat padat karena permukiman berkembang horizontal atau rumah tapak di tengah keterbatasan lahan.
Jika suatu kota seperti DKI Jakarta dibangun dengan Koefisien Lantai Bangunan yang tinggi maka hanya dibutuhkan 1/8 luas Jakarta jika seluruh kota dibangun dengan KLB 8 seperti Singapura, dan hanya dibutuhkan 1/12 luas Jakarta jika seluruh kota dibangun dengan KLB 15 seperti Hong Kong.
Lebih lanjut Menteri menjelaskan bahwa banyak program/kegiatan dapat dimanfaatkan sebagai bagian dari upaya penanganan permukiman kumuh, namun tersebar di berbagai kegiatan serta belum ada program yang terpadu, komprehensif dan signifikan, contohnya Rumah Susun, Rumah Swadaya, Rumah Tidak Layak Huni, Fasilitas Likuiditas Pembiayaan Perumahan, Pembangunan Fasilitas Sanitasi di Perkotaan, Kota Tanpa Kumuh, dan Pengembangan SPAM.
“Prasyarat keberhasilan penataan kawasan pemukiman kumuh adalah akses yang lebih baik terhadap infrastruktur, clear local ownership yang meliputi keterlibatan masyarakat dan pemerintah daerah serta transformasi ekonomi,” tuturnya.
Menteri menambahkan, program pendukung dalam penanganan kawasan pemukiman kumuh adalah bantuan stimulan perumahan swadaya, dan rehabilitasi sosial rumah tidak layak huni.

Government Program in Handling Slum Settlements
Minister of National Development Planning attended the Multilateral Meeting to discuss the Arrangement of Urban Slum Settlements, which conducted physical and virtual, Tuesday, May 25, 2021.
This meeting was also attended by various stakeholders. From the Ministry of PUPR was attended by the Director General of Housing and the Director General of Human Settlements, from the Ministry of ATR attended by the Director General of Spatial Planning, the Director General of Agrarian Planning, and the Director General of Land Acquisition and Land Development, from the Ministry of Social Affairs, attended by the Director General of Social Empowerment, from the Ministry of Home Affairs, attended by Director General of Regional Administration and Director General of Regional Development.
During the meeting, Minister highlighted the conditions of housing and settlements in big cities in Indonesia such as DKI Jakarta.
Based on some data obtained, it is known that 65.75% of households live in unfit for habitation, 27.7% of households live crammed in overcrowded houses, as many as 445 RWs are categorized as slum RWs or 16%. of the total RW in DKI Jakarta and 35.56% live in a rental house, while 30% of them earn below the Provincial Minimum Wage.
The minister said, visually, Jakarta looks congested because settlements are developing horizontally or landed houses amidst limited land.
"If a city like DKI Jakarta is built with a high Building Floor Coefficient, it only takes 1/8 of the area of Jakarta if the entire city is built with KLB 8 like Singapore, and only 1/12 of the area of Jakarta is needed if the entire city is built with KLB 15 like Hong Kong. , "Said the Minister.
The Minister further explained that many programs / activities can be used as part of efforts to deal with slum settlements, but they are spread across various activities and there is no integrated, comprehensive and significant program, for example Flats, Self-Help Homes, Unfit for Living Houses, Liquidity Financing Facilities. Housing, Construction of Sanitation Facilities in Cities, Cities Without Slums, and Development of SPAM.
"The prerequisite for a successful slum settlement area arrangement is better access to infrastructure, clear local ownership which includes community and local government involvement as well as economic transformation," he said.
The minister added that the supporting program in handling slum areas is stimulant assistance for self-help housing and social rehabilitation of unfit for habitation houses.
